‘A legacy of which we can all be proud’ – APA commits to successful transition to Elected Police Commissioners

Following Parliament’s approval of the Police Reform and Social Responsibility Bill last night (14.09.11), and confirmation that Police Authorities will be replaced by directly elected Police and Crime Commissioners on 15.11.12, APA Chairman Rob Garnham today said:
“Our concerns about the new model for police accountability persist, but following the votes in Parliament last night, police authorities will work tirelessly to ensure that the transition to Police Commissioners is as smooth and as successful as possible.
Hard-won concessions mean that the final bill provides a slightly better balance between the respective powers of the Chief Constable, Police Commissioner and Panel than was originally proposed by the Government. For these and other changes, the public owe a debt of thanks to Parliamentarians from all sides who have worked hard to minimize the potential risks of the new regime.
We share the absolute commitment of the police and the government to continuing improvement in policing and the furthering of rising public confidence in the service. These are the prizes for which we shall strive together over the coming 14 months.
Policing currently faces many challenges, not least finances, a new national landscape and a thorough review of pay and conditions for police officers and staff. The APA will continue to play a full and constructive role in all of these discussions; advising, challenging and ensuring that the voices of local communities are heard at the ‘top tables’ which set policing policy. The APA will also redouble its local work; providing practical support through transition to every Police Authority.
We are determined to build on our successful record of a more efficient, more effective and more trusted police service to leave a legacy of which we can all continue to be proud.”
